The position in education

Education stock is largely public sector, which changes the funding picture entirely – Salix is available here and is not available to private commercial owners. Many buildings are also above 1,000 m² and therefore in the 2031 cohort.

School estates tend to have unusually good records, because building control and capital programme files survive. That makes the evidence route more productive than average.

This category accounts for 2.1% of all commercial certificates on the register. 610 properties are rated F or G – below the minimum that has applied to lettings since April 2023 – and 325 have an expired certificate that was rated F or G when issued.

The largest concentrations are in Birmingham, Leeds, Wiltshire, Buckinghamshire, North Yorkshire, Manchester.
