What you will be asked for
- The property address and, for non-domestic, the rateable value
- The exemption ground relied on
- A copy of the valid EPC
- Evidence appropriate to the ground – quotations, the written refusal, the RICS report
- The date the exemption is to start
The steps
- Assemble the bundle first. Do not start the form and go looking.
- Create or sign in to GOV.UK One Login.
- Select the correct register – the non-domestic route, not the domestic one.
- Complete and upload. Everything you upload becomes part of the record.
- Save the confirmation and the reference into the property file.
- Diarise the expiry, and a review twelve months before it.
What becomes public
The property address, the exemption type and the dates are published on the searchable register. Your uploaded evidence is not published, but it is held and can be called for.
Before you register, check the position is real
Most exemption conversations we have end with the building being closer to the standard than the owner thought, because the certificate recorded assumptions rather than evidence.
Common questions
Where do I register a MEES exemption?
On the PRS Exemptions Register on GOV.UK. You will need a GOV.UK One Login account.
Does anyone check my evidence when I register?
No. Registration is a self-declaration. Nothing is verified at the point of entry – which is exactly why an unevidenced entry is dangerous rather than safe.
Can I register after being caught?
Registering does not cure a past breach. The exemption operates from registration forward.
